PROBLEM TO BE SOLVED: To provide more detailed information dwelling on program contents as information with respect to a television program video image to program viewers via a communication channel. SOLUTION: A program information providing server 1 for providing information with respect to a television program to a user terminal 3 via a network 2, includes a TV tuner 11, a video input section 12 for receiving and storing a video signal of the television program, a time information input section 13 for receiving and storing standard time information, a program information input section 14 that receives information with respect to scene contents of the program video image received by the video input section 12 and time information corresponding to scene contents in the time information received by the time information input section 13 altogether as program information, a program information database 15 that stores and manages the program information received by the program information input section 14, and an information distribution section 16 that transmits the program information in the program information database 15 to the user terminal 3 via the network 2.
