PROBLEM TO BE SOLVED: To provide a magnetic recording medium which improves recording and reproducing characteristic and heat wobbling durability, and can perform recording and reproducing of a high density information, to provide its manufacturing method and the magnetic recording and reproducing device. SOLUTION: The magnetic recording medium is provided with at least a orientation control layer controlling the orientation of the directly above layer, a perpendicular magnetic layer which is mainly vertically orientated by an easy axis against a substrate, and a protection layer on a non magnetic substrate. The perpendicular magnetic layer is comprised of material including Co as a main component and at least Cr, Pt, Nd. The ratio of residual magnetization (Mr) in the vertical direction to the substrate versus saturation magnetization (Ms) (Mr/Ms) is >=0.85 and an activation magnetic moment represented by the product of the activation volume and the saturated magnetic moment=0.3×10<-15> emu to 0.8×10<-15> emu.
