PROBLEM TO BE SOLVED: To provide an image-decoding apparatus and an image decoding method, capable of avoiding a disturbed image during the time of changing over, without affecting other decoding apparatuses in switching bit streams. SOLUTION: In switching bit streams, before the completion of refreshment after switching, an intra-slice is decoded as it is as usual, and with respect to a nonintra-slice, a reference image at the same position as that of the nonintra-slice is forcibly used as decoded data in referring a slice which has not yet been refreshed, by decoding the intra-slice after switching. However, if the intra-slice starts from a halfway slice, it is not considered that refreshing process by coding the intra-slice after switching has been executed. |
