PROBLEM TO BE SOLVED: To provide commercial messages from many sponsors in excess of a program televising time of one program by realizing a commercial providing system for providing commercial messages exclusive for reproduction and recording/reproducing them. SOLUTION: A recording and reproducing device 107 inserts an off-line commercial 109 on the basis of an insertion instruction and an insertion place of the off-line commercial 109 sent from a broadcast station to the start or end of a stream 101 comprising a program main body sent from a broadcast station 103 and commercial video and audio to be televised on the way of a program, and reproduces the stream 101 to which the off-line commercial 109 is inserted.
