PURPOSE: A device for issuing and discriminating an identification card for preventing a forgery and a method thereof are provided to radically prevent a forgery of the identification card to by recording specific information with respect to a specific image included in the identification card when the identification card is issued. CONSTITUTION: Image data with respect to a specific image included in an identification card are inputted(S110). The specific image is image information with respect to a character such as a photograph to be attached on the identification card, a resident registration number, or an address. The specific image is inputted through a scanner or a camera. Characteristic information is extracted from the inputted image data(S120). The characteristic information is recorded in a predetermined area of the identification card(S130).
