PURPOSE: To provide a contents access management device capable of achieving surrogate billing services matching the right to access contents, without making complex the processes needed for providing the contents, nor causing an increase in process loads. CONSTITUTION: An access right checking function 243 checks if a request for accessing contents is included in a list of contents providing sites and if the accessing user has the right to access the contents, based on the accessing user information included in the request from the user terminal 1 for accessing the contents, the accessed contents requested, contents-providing site information recorded in a contents-providing site management database 241, and access right information recorded in a contents access right management database 242. An access right management function 244 provides a function for modifying each user's right to access the contents.
