A safety belt spooler has a latch operated by a solenoid. The solenoid is run with a restraining power reduced with respect to its control power. The restraining power is reduced by a ballast apparatus in the current circuit of the solenoid. The ballast apparatus generates a restraining voltage limited to a specified value for the reduction of the restraining power. The ballast apparatus cycles the voltage applied to the solenoid by pulse modulation for the reduction of the restraining power. The solenoid has a separate restraining winding. The changeover to restraining power is subject to a criterion like time length, heating, position of the latch and electrical parameters.
