PROBLEM TO BE SOLVED: To sufficiently ensure safety of a worker boarding a working board. SOLUTION: This traveling speed control device 40 has a speed detecting sensor 41 detecting the traveling speed of a vehicle; a working board position sensor 45 detecting the position of the working board; a load sensor 49 detecting a load applied to the working board; and a traveling controller 50 controlling the work of traveling motors 9, 11 which are the driving source of the vehicle. The traveling controller 50 has a traveling speed limiting circuit 51 limiting the work of the traveling motors 9, 11 so that the traveling speed of the vehicle detected with the speed detecting sensor 41 does not exceed the specified speed slower than the maximum speed of the vehicle in the case where the vehicle is traveling under the operation of traveling operation devices 27, 31, when a worker boarding deciding circuit 53 decides that the worker boards the working board.
