PROBLEM TO BE SOLVED: To heighten a reception level for an ultrasonic wave to enhance measuring precision, by reducing the generation of a turbulence and a voltex in a flow between ultrasonic transceivers, to enhance a measurable upper limit, and to reduce a driving input to the ultrasonic transceivers. SOLUTION: This measuring instrument is provided with the first flow-in restraining body 15 provided at least in the vicinity of an opening hole 12 in a downstream to reduce flow-in of a measured fluid into the opening hole 12, and the second flow-in restraining body 16 for reducing flow-in of a measured fluid into an opening hole 11 and the opening hole 12. The first flow-in restraining body 15 provided in the opening hole 12 in the downstream is provided with an opening hole sealing means 21 having an ultrasonic transmission port 22, and a direction regulation part 16a and a fluctuation restraining part 16b are arranged in the second flow-in restraining body 16. The flow between the ultrasonic transceivers is thereby stabilized, so as to enhance a reception level of the ultrasonic wave, to enhance the measuring precision, to enhance the measurable upper limit and to reduce the driving input to the ultrasonic transceivers.
