PROBLEM TO BE SOLVED: To prevent the burning of the side plates of a stepped stoker used for a municipal waste incinerator, etc. SOLUTION: The stepped stoker is constituted of fixed grates 2, movable grates 3, side plates 4, and air passages 5. Especially, the air passages 5 through which cooling air B is made to flow are formed in the side plates 4 so as to cool the plates 4 with the cooling air B.
