PROBLEM TO BE SOLVED: To solve a problem of requiring labor such as additionally attaching a protector due to being difficult for installing and adjusting a traffic device for applying the traffic device of a vertical ladder or spiral stairs to both boards of respective partition walls in a single body by using a handiwork method for installing a traffic means of the vertical ladder of a rear hold and a traffic means of the spiral stairs of a front hold on the partition walls. SOLUTION: As a first process, the in-cylinder spiral stairs 7 are premanufactured. As a second process, the vertical ladder 12 and a peripheral device are attached, and are called an access ladder unit A. The access ladder unit A is incorporated into a corrugated steel plate 4 of the partition walls 2. A cylindrical body 70 becomes a part of the partition walls. As a third process, the access ladder unit A is assembled as a block together with the partition walls 2. The traffic device up to an inner bottom plate 6 of the hold 1 from an upper deck 5 can easily adjust the cylinder length, and can avoid the difficulty in installation and an adjustment, and has prescribed strength because of being integrated into the partition walls 2 so that curing or a protector is not required for external force such as being touched with a cargo.
