PROBLEM TO BE SOLVED: To normally follow a train by specifying the train existing railway position even if a train service control device can not obtain the running instruction (blue signal) information from a signal in the field when following a train. SOLUTION: In the case where a blue signal is not obtained due to the generation of abnormality in the signal information from the field equipment and when a train passes by this signal, a fall track circuit adjacent to the track circuit recognizing a train existing railway is searched when the described track circuit recognizes a train non-existing railway, and in the case where the fall track circuit exist, renew of the existing railway position to that track circuit is done. At the same time, the section existing railway information for displaying the train position in a man-machine device is renewed.
