PROBLEM TO BE SOLVED: To provide a developing solution for a photosensitive planographic printing plate capable of preventing stains in printing and achieving printing durability without impairing image forming properties and capable of improving processing stability even under a pH change and to provide a method for making a planographic printing plate. SOLUTION: The developing solution for a photopolymerizable photosensitive planographic printing plate contains a surfactant and a weak acid or its salt having a dissociation constant pka of 10 to 13 and has pH 11.5 to 12.8 and 3 to 40 mS/cm electric conductivity. In the method for making a planographic printing plate, a photopolymerizable photosensitive planographic printing plate obtained by disposing a photopolymerizable photosensitive layer comprising a compound having at least one addition polymerizable ethylenically unsaturated bond and a titanocene initiator on a surface-roughened and anodically oxidized aluminum support is exposed and developed with the developing solution. |
