PROBLEM TO BE SOLVED: To provide a method with which a short fiber of a metal oxide can be manufactured in a short time. SOLUTION: Tin hydroxide particles are obtained through precipitation in a stirring process 12, and collection via a filtering process and a washing process; they are mixed with carbon fine particles in a carbon mixing process 18; subsequently, the mixture is subjected to a heat treatment at a temperature higher than 900 deg.C in a non-reductive atmosphere in a heat treating process 22; and through these processes, the tin hydroxide particles are converted to short fibers of tin oxide. The short fibers of tin oxide are obtained needing no other processes than that the carbon particles are added prior to the heat treatment, and then the mixture is subjected to the heat treatment at a specified temperature; and accordingly, they can be easily manufactured in a short time. Further, when compared with conventional methods, the process is not specifically complicated, and no special raw material nor equipments are needed. Since the short fibers are obtained by a simple aqueous synthetic process, the process has such advantageous points that it has excellent mass productivity, the production cost is low, and further its environmental load is low.
