PROBLEM TO BE SOLVED: To enable prompt unlocking by virtue of proper operations even if a hole for locking is clogged with sand, etc. SOLUTION: A main body 11 has a cylinder 14, a cylindrical overhang part 15 and a turn stopper 16. The cylinder 14 has a through-hole 17 which is longitudinally extended, and can be inserted into an insertion hole. The overhang part 5 is provided in the cylinder 14 and can be supported by an edge of the insertion hole. The turn stopper 16 stops a turn of the cylinder 14 with respect to the insertion hole. A spindle 12 has a shaft part 21, a shaft overhang part 23 and a pawl part 24. The shaft part 21 is inserted into the through-hole 17 in such a manner as to be turnable around an axis thereof. The overhang part 23 is provided in the shaft part 21, and can be supported by an edge of the through-hole 17. The pawl part 24 is provided in a side part of the shaft part 21 so as to protrude outward with respect to the through-hole 17, and has a position, in which the pawl part 24 falls within a range on an extension of the cylinder 14 in accordance with an angle of a turn of the shaft part 21 in the through-hole 17, and a position in which the pawl part 24 protrudes from the range on the extension of the cylinder 14, so as to be made engageable with an engaging part.
