PROBLEM TO BE SOLVED: To provide a system for decomposition and treatment of organic halogenated compounds, the system is aimed at complete treatment of PCB contents such as insulating oils used in transformers and the like. SOLUTION: The system is provided with a water-thermally oxidative decomposition apparatus 120, wherein in the reaction vessel being heated and pressurized, in the presence of sodium carbonate (Na2 CO3 ), the organic halogenated compounds are decomposed to sodium chloride (NaCl), carbon dioxide (CO2 ) and the like by dehalogenation reaction and oxidative decomposition reaction; a reverse osmosis membrane apparatus (RO membrane apparatus) 201, wherein sodium chloride contained in the waste water (H2 O, NaCl) 133 which is discharged from the water-thermal oxidative decomposition apparatus is separated; and an electrolysis apparatus 202, wherein the separated sodium chloride is electrolytically decomposed to H2 and Cl2 as well as sodium hydroxide. |
