PROBLEM TO BE SOLVED: To provide a recorder capable of performing scanning parallel to a horizontal scanning direction without using an acousto-optic device nor an electro-optic device as a cylinder inner surface scanning type image recorder for recording an image by horizontally scanning a recording sheet held on a cylinder inner surface with a plurality of light beams modulated in accordance with image information. SOLUTION: A light beam deflecting device of the cylinder inner surface scanning type recorder for displacing a reflection position in a reflection surface by deflecting a light beam and displacing a scanning position at least in a vertical scanning direction on a recording medium has a plurality of electrodes arranged on the surface and a conductive film separated from the electrodes by a prescribed distance and functioning as a reflection surface, and uses a lightwave surface control element for applying voltage to the electrodes to generate electrostatic attraction and forming a desired shape of a reflection surface by deforming the conductive film.
