PROBLEM TO BE SOLVED: To provide an agitating and discharging device, a charging device and an incinerator which can be applied to a small incinerator for incinerating infective waste such as medical waste. SOLUTION: The agitating and discharging device 10 comprises a hollow agitating screw 11, a driving means 12, a movable bearing 15, a gas flow means for allowing cooling gas to flow in the hollow part of the agitating screw 11, and an ash residue discharging part 19 disposed in the lower side of the agitating screw 11. Further, the charging device 30 comprises a slide type lower opening and closing member 32, a hinged intermediate opening and closing member 34, an upper opening and closing member 37, a waste storage chamber 39, and a gas discharging means 40 for returning harmful gas to the incinerator 1.
