PROBLEM TO BE SOLVED: To provide a method for arranging photocatalysts formed of titanium dioxide on a sapphire substrate in a nanometer-order cycle through utilizing the characteristic of the sapphire substrate the step structure of which changes with heat treatment. SOLUTION: The method for arranging the titanium dioxide particles periodically on sapphire comprises forming a titanium dioxide film having the thickness of 20 nm or less, on sapphire by a method for forming a film through laser evaporation, and producing the titanium dioxide having a periodical arrangement through the heat treatment of the film.
