PROBLEM TO BE SOLVED: To obtain a torque hinge or a torque limiter that are stable without applying aging in advance. SOLUTION: The torque hinge or the torque limiter comprising, spring members 1 composed of an annular plate body 1a and a plurality of spring portions 1b extending in a radial and internal direction of an annular plate body 1a, and a holding means for holding the spring members 1 so as not to rotate, wherein each of the spring members 1a has an arc-shaped bending portion 1B at an end portion thereof and a top of the bending portion 1B presses and contacts a shaft 2 when the shaft 2 is press-fitted.
