PROBLEM TO BE SOLVED: To provide a throttle opening control device for internal combustion engine capable of earlier and more certainly preventing the generation of control hunting caused by removal of deposited substance. SOLUTION: In this throttle opening control device, in the case where the deposited substance is deposited near a throttle valve 22 provided on an intake passage 21 of the internal combustion engine 10, 'deposited substance correction item TTAGDP' is set corresponding to the deposition amount. While the opening of the throttle valve 22 is corrected by this 'deposited substance correction item TTAGDP', the device is controlled such that a rotation speed of the engine becomes a desired idle rotation speed. It is judged that the deposited substance is removed based on that a fuel-cut is carried out during controlling to the idle rotation speed of the internal combustion engine 10 and in the case where it is judged that the deposited substance is removed, the 'deposited substance correction item TTAGDP' is corrected.
