PROBLEM TO BE SOLVED: To provide an inexpensive conductive roller (electrifying roller) having simple structure that a single resistance layer is applied and formed by a simple method that a core bar is covered with a thin film tube. SOLUTION: In the contact electrifying system image forming device where a body to be electrified is electrified by applying voltage to conductive base substance 31 in a state where the conductive member constituted by coating the surface of the conductive base substance 31 with the single resistance layer 35 is made to abut on the body to be electrified, the thickness of the resistance layer is <=0.7 mm and the surface resistance thereof is 1E+03 to 1E+15Ω/square.
