SOLUTION: A projection 732 making a cylindrical shape is formed on a toothed gear 73a and the surface of a center hole 722 formed at the center of the rotor 72 is stuck with the surface of the toothed gear 73a to be fixed in a state that the center hole 722 is light-press fitted in by the projection 732 A mark 723 indicating the eccentric direction of the center hole 722 to the center of the rotor 72 is stuck to the rotor 72, and a mark 733 indicating the eccentric direction of the projection 732 to the center of the toothed gear 73a is stuck to the toothed gear 73a. The rotor 72 is fixed to the toothed gear 73a so that the eccentric direction of the rotor 72 and the eccentric direction of the toothed gear 73a are opposite to each other.
