PROBLEM TO BE SOLVED: To fill the filling region in a hollow panel with foam while preventing the generation of a gas retaining cavity part. SOLUTION: In the hollow panel foaming and filling method for filling the filling region 8 in the hollow panel with foams 25 and 35, a foamable filling body 11 is constituted of a plurality of formable substrates 20 and 30 different in foaming temperature corresponding to a heating temperature distribution based on external heating. After the foamable filling body 11 is arranged to the internal filling region 8, it is heated and foamed by external heating to fill the almost whole region of the internal filling region 8 with the foams 25 and 35 without generating the gas retaining cavity part of foaming gas.
