PROBLEM TO BE SOLVED: To provide a paper holder device which makes it easy to take toilet paper from a counter, has good usability when spare toilet paper in stock is taken out, removed, etc., in a state in which a person seats himself, and has a good appearance by virtue of a shielding board. SOLUTION: The shielding board 9 for hiding the toilet paper 8, which is composed of an approximately inverted L-shaped mounting top board 6 and a front decorative laminate 7, is arranged below a toilet counter A which is installed in the lateral direction of a toilet stool; the top board 6 of the shielding board 9 is fixed to the backside of the counter 5; and a rod-shaped toilet paper holder 10 for the roll-shaped toilet paper in stock is fixed to the backside 11 of the top board 6 or the decorative laminate 7 so as to be hidden by the shielding board 9.
