PROBLEM TO BE SOLVED: To provide both a method for producing a culture medium for raising seedlings by which the culture medium can be produced by a simple method at a low cost and the culture medium for raising the seedlings. SOLUTION: This method for producing the culture medium 120 for raising the seedlings is carried out by separating waste rice 16 from chaff 14 in a waste rice separating step of (A) in Fig. 1, then carrying out a pulverizing treatment of the chaff 14 in a chaff pulverizing step of (B) in Fig. 1, subsequently heating the pulverized chaff 52 and carrying out a sterilizing treatment in a thermal sterilizing step of (C) in Fig. 1, then forming bed soil 124 in the lower layer of a nursery box 122 in a bed soil step of (D) in Fig. 1, subsequently sowing the surface of the bed soil 124 with seeds 92 in a sowing step of (E) in Fig. 1, then forming a soil cover 126 on the surface side of the bed soil 124 in a soil covering step of (F) in Fig. 1 and finally irrigating the resultant culture medium 120 in an irrigating step of (G) in Fig. 1. Thereby, the culture medium 120 for raising the seedlings is produced. A binder is not contained and formation into a mat state is not carried out in the method for producing the culture medium 120. As a result, the culture medium 120 for raising the seedlings can be produced at a low cost by a simple method.
