PROBLEM TO BE SOLVED: To control elution of arsenic from sludge, or the like, containing high concentration arsenic. SOLUTION: In the treatment of sewage sludge or incineration ash, an iron compound such as poly ferric sulfate, is added to the sludge or the incineration ash, mixed and treated by melting treatment. In the molten liquid, arsenic combines with iron, thereby arsenic is immobilized in the slag, as a molten product, and in consequence, the elution of arsenic is controlled at a soil environmental standard value or below.
