PURPOSE: A Hangul input device and method is provided to optimally arrange vowels and consonants of the Hangul on character input keys so that it can minimize the number of key strokes in inputting the Hangul characters. CONSTITUTION: The device comprises a controller(1), a character input module(2), a memory(3), and a display(4). The character input module(2) inputs vowels and consonants, the memory(3) combines the input consonants with the input vowels, and the display(4) displays the combined characters under a control of the controller(1). The character input module(2) includes a plurality of consonant input keys and vowel input keys. The five consonants, having glottalized sounds and aspirated sounds, are allocated on five consonant input keys, and the others, not having glottalized sounds and aspirated sounds being allocated on three consonant input keys. The vowels are combined by pushing four basic vowel keys.
