PURPOSE: An environmental friendly water quality improving system is provided, which is characterized in that a frame made by both pipe and waste tire system into which styrofoam is inserted to make a monolithic device endowed with buoyancy, durability to float on river, dam, intake of water supply source for improving the quality thereof by grass or tree implanted. CONSTITUTION: Pipe system into which styrofoam is inserted to make a monolithic device endowed with buoyancy, durability and cushioning; waste tire system into which styrofoam is inserted to make a monolithic device endowed with buoyancy, durability; a frame is made by the both of pipe or waste tire system floating on river, dam, intake of water supply source to improve the quality thereof, on which grass or tree are implanted.
