PROBLEM TO BE SOLVED: To improve the reliability of character information extracted from picture data and to promote the electronic filing of picture data in medial facilities or the like. SOLUTION: An image transfer device 4 inputs picture data G1 to G6 outputted from a photographing device 1, extracts character information M1 to M6 from respective picture data G1 to G6 by character recognition and files the picture data G1 to G6 in relation with the extracted character information M1 to M6. In this case, majority processing of the extracted character information M1 to M6 is executed and character information M is specified on the basis of the processed result, so that the reliability of the extracted character information M can be improved.
