PROBLEM TO BE SOLVED: To provide a license transmitting and distributing system convenient for users' use while handling licenses of electric data offline to protect the safety of licenses. SOLUTION: A medium 13 which is set to a PC 11 or 12 utilizing licenses of electronic data, a content delivery server 10, or a PD 14 incorporates an LA (or a license chip having the same function). Contents and electronic data are enciphered based on license are handled between then, but licenses are handled only between LAs by a safe communication method. Thus licenses are correctly managed and can be moved.
