PROBLEM TO BE SOLVED: To provide a supervisory device, a terminal and a supervisory system compatible with a network, where the terminal can identity a cause to deterioration in image quality, without the need for using an exclusive expensive evaluation device, when the terminal receives image data from the supervisory device via the network and cannot obtain display of a supervisory video image with the desired image quality. SOLUTION: The supervisory device stores a measurement program, that measures a time after transmission of a transmission request of image data to the supervisory device from the terminal, until the data is displayed and displays the measured time. The terminal downloads the measurement program, executes the program and measures each time after transmission of the transmission request for image data to the supervisory device until its reception, expansion and image drawing. The supervisory system compatible with a network comprises the supervisory device and the terminal, at least either of which is connected to the network.
