PROBLEM TO BE SOLVED: To excite a coil with an instantaneous voltage so as not to generate an excessive attraction even if an AC power source voltage is applied at any timing. SOLUTION: The output of an instantaneous voltage detection circuit 5 is compared with a reference voltage Vs1 by a comparison circuit 6, and when the output is smaller than the reference voltage Vs1, detection signals are outputted to a control circuit 7a. By this setup, power-on signals S1 are first outputted from the control circuit 7a, a FET 13 as a switching device is turned ON, and a voltage obtained from an AC voltage which is first full-wave rectified and lower than a reference voltage Vs1 is applied to a coil 12.
