PROBLEM TO BE SOLVED: To improve photoelectric conversion efficiency of an electrochemical solar cell. SOLUTION: A film fitted to an anode electrode (20) is so structured to have an improved photoelectric conversion efficiency through promotion of scattering of light, in addition to securing of absorption area of dye (25), by sintering particles of metal oxide semiconductor with particles of smaller size than 30 nm and those of larger size than 100 nm mixed and average particle size to be 30 to 50 nm.
