PROBLEM TO BE SOLVED: To obtain a software tool for supporting program creation by which various S/W components are reused without learning detailed mounting of the S/W components. SOLUTION: The software tool for supporting program creation is provided with a component use rule definition tool 101 that registers/stores/retrieves reuse information of the S/W components, an S/W component combination specification tool 102 that specifies combination of the S/W components based on the reuse information from the component use rule definition tool 101 and a skeleton program generation tool 103 that generates a skeleton program of a program that uses the S/W components according to the combination specified by the S/W component combination specification tool 102.
