PROBLEM TO BE SOLVED: To provide a cleaning brush which does not impart damage, such as crack, to a photoconductive surface when the brush cleans a photoconductive insulating member. SOLUTION: The cleaning brush (10) used for cleaning the photoconductive surface segment (11) of a photoconductive image forming member (12) of an electrostatic photograph image forming device is formed by applying a finishing agent containing a water-miscible aliphatic organic compound containing a plurality of alcoholic hydroxy substituents to the individual fibers constituting the brush. The finishing agent is selected from the group consisting of a compound up to 250 in molecular weight and a polyethylene glycol ranging from 1,000 to 200,000 in number average molecular weight.
