PROBLEM TO BE SOLVED: To solve the problem that a borrowing person has to visit an office for the procedure of renting causing inconvenience even though the office for making the procedure of renting is distant from the borrower in the case of borrowing a vehicle. SOLUTION: This system is provided with a management server device 7 for managing key information concerning locking and unlocking of the vehicle 3 and a portable information terminal 1 having a function for transmitting and receiving information between with the management server device via a communication network 6, and imparts the key information to the terminal 1 having made a prescribed procedure concerning renting and returning of the vehicle 3 to the server device 7 via the network 6. The system is provided with an answering means 1a provided at the terminal 1 to transmit and receive the information with a magnetic field as a communication medium, and a questioning means 5 which is provided at the vehicle to transmit and receive the information between with the answering means 1a and to lock and unlock the vehicle when receiving the key information corresponding to itself from the answering means.
