PROBLEM TO BE SOLVED: To reliably distribute contents to a fixed number of wireless terminals. SOLUTION: If any terminal exists in its service area, a distribution server for distributing contents to the terminals in its service area judges whether or not the number of terminals for which the distribution of contents is permitted reaches a prescribed number. If the judging result is negative, the server permits the distribution of content to this terminal. If the judging result is positive, the server forbids the distribution of content to this terminal, and stores identification information of the terminal for which the distribution of content is forbidden together with a priority. When the distribution of content to another terminal is completed, or another terminal exists out of the service area before the distribution of content is not completed yet, the server permits the distribution of content to a terminal of the identification information having top priority out of the stored identification.
