PROBLEM TO BE SOLVED: To provide a temperature controller for a fixing device which can perform temperature control by accurately detect the surface temperature of a heating rotary body without any decrease in detection accuracy such as decrease in detection sensitivity and detection delay by arranging a detecting element for temperature to the heating rotary body. SOLUTION: When the heating rotary body has a temperature rise (drop) from T0 to T1 , a 1st temperature detecting element generates a temperature detected value Ta of a measured sample and a 2nd temperature detecting element generates a temperature detected value Tb ; and the surface temperatures T0 and T1 of the heating rotary body are accurately measured by a temperature measuring means, such as a thermocouple, which can take measurements without any response delay against temperature variation and the measurement results are put in a table. The 1st and 2nd temperature detecting means finds temperature detected values Ta and Tb of the heating rotary body and find a surface temperature T1 corresponding to Ta and Tb as a surface temperature estimated value of the heating rotary body by using the generated table.
