PROBLEM TO BE SOLVED: To prevent a stream having syntax errors and format violations from being outputted, in the case of outputting a variable-length-coded stream. SOLUTION: A checker 530A checks the encoding parameter of an output stream reproduced from a magnetic tape 516 or an output stream received from a terminal 512 via an EE path 533, to discriminate the presence of the syntax error and the format violation. When they are included in the output stream, a switching circuit 530B stops the stream in units of GOP or pictures, a code denoting the end is attached to the tail end of a immediately preceding stream. When the checker 530A consecutively checks the stream and discriminates that no errors are contained, then the output of the stream is restarted from the head of the GOP. In this case, a flag denoting the presence of pictures not available because of the stopped stream is attached.
