PROBLEM TO BE SOLVED: To prevent the occurrence of snake failure of a cold cathode discharge tube. SOLUTION: This manufacturing method prepares the discharge tube 1 having a glass tube 5 for forming an inside cavity 5b, a fluorescent screen 5a formed on an inner wall of the glass tube 5, an electrode 3 fixed to both ends of the inside cavity 5b, and a lead 8 connected to the electrode 3, and derived outside the glass tube 5 on both ends of the glass tube 5, and a discharge terminal 20a of a high voltage discharge device 20 is separately arranged from the lead 6. An accelerated electron in the inside cavity 5b collides with a surface of the electrode 3 by impressing pulse voltage of 5 to 40 kV on the discharge terminal 20a of the high voltage discharge device 20 in a frequency of 1 to 30 MHz, and sputtering is generated for driving out an oxide film atom of the surface of the electrode 3 in the inside cavity 5b, and the cold cathode discharge tube is manufactured.
