PROBLEM TO BE SOLVED: To provide a device for efficiently preparing an NC(numerical control) program by utilizing programming base data of working products in the past mutually among similar products. SOLUTION: The device is provided with a history data storage means 16 storing the programming base data constituted of working element data composed of shape data regarding shapes of stock and the shapes of respective working parts of the products and process data regarding working kinds of the respective working parts and tool related data regarding tools used in working and working conditions beforehand for a plurality of the products. The device is provided with a working element data generation means 13 generating the working element data of a working object product on the basis of three- dimensional shape data of the working object product and the stock, and a retrieval means 15 retrieving the programming base data stored in the history data storage means 16 according to a stipulated judgment reference on the basis of the generated working element data and extracting the programming base data of the product similar to the working object product.
