<p>PROBLEM TO BE SOLVED: To allow an information control apparatus to share a decision mecha nism about the execute permission/non-permission of a service and avoid produc ing a processing load on information communication apparatus for decision about the execute permission/non-permission of the service. SOLUTION: When a service start side information communication apparatus 2 sends a service start request, a service control server 4 inquires a service execute decision server 5 about the execute permission/non-permission of a service and, if being the execute permission, informs a service start side information communication apparatus 3 of the effect, thereby setting a communication data transfer unit 6 to a communication data transfer enable state. Every fixed time interval, the decision server 5 is requested to check the execute permission/ non-permission of the service, and if being the execute non-permission or either communication apparatus 2 or 3 requests to stop the service, the transfer unit 6 is set to a non-transfer state to stop the service.</p> |
