PROBLEM TO BE SOLVED: To provide portable communication equipment constituting a monitoring system for reporting data to an appropriate report destination in shorter time. SOLUTION: A vehicle is provided with an on-vehicle monitoring device 1 for detecting the state of the vehicle and transmitting detection data showing a detection result. A portable communication unit 3 which can be separated from the on-vehicle monitoring device 1 and can be connected to the report destination through a communication network is provided with a reception part for receiving detection data, a judging part for judging the state of the vehicle on the basis of detection data, a deciding part for deciding the report destination to be connected on the basis of a result judged by the judgment part and a communication part 42 for establishing connection with the report destination decided by the deciding part.
