PROBLEM TO BE SOLVED: To provide an image forming method realizing control to attain suitable triboelectrification by stably appropriately electrifying developer without excessively electrifying it, and an image forming device, a process cartridge, and a developing device used in the image forming device. SOLUTION: In this image forming method, a developing stage serves also as a cleaning stage for recovering the developer remaining on an image carrier after transferring a toner image to transfer material. The developer has toner particles incorporating at least a binding resin component and magnetic powder. The surface of the toner particles is coated with inorganic impalpable powder and conductive impalpable powder whose average particle size is larger than that of the inorganic impalpable powder and smaller than that of the developer. The developer is magnetic developer whose average circularity is >=0.970 and where the magnetic powder is not exposed to the surface substantially. The developer carrier is constituted of base substance and a resin coating layer formed on the base substance, and the resin coating layer incorporates at least substance having negative electrifying properties. The image forming device, the process cartridge, and the developing device used in the image forming device are also provided.
