PROBLEM TO BE SOLVED: To provide a magnetic recording medium, a method for manufacturing the medium and a magnetic recording/reproducing device having excellent recording and reproducing characteristics and thermal fluctuation characteristics. SOLUTION: The medium has an alignment control film 3 which controls the aligning property of at least the layer directly above the film 3, a perpendicular magnetic film 5 having the axis of easy magnetization aligned perpendicular to the substrate, and a protective film 6 all formed on a nonmagnetic substrate 1. The perpendicular magnetic film 5 consists of a material containing Co, Cr, Pt, Cu with the Cr content ranging from >=16 at.% to <=24 at.% and the Cu content ranging from >=0.1 at.% to <=4 at.%. The coercive force Hc of the perpendicular magnetic film 5 is >=3000 (Oe), the reverse magnetic domain nucleus forming magnetic field (-Hn) is >=0 (Oe) and <=2500 (Oe), and the ratio (Mr/Ms) of the residual magnetization (Mr) to the saturation magnetization (Ms) is >=0.85.
