PROBLEM TO BE SOLVED: To exactly estimate a certainty for a driver to meet an unexpected accident in the future by evaluating driving characteristics not only from the driving state of a present vehicle but also from the driving state of the other vehicle. SOLUTION: A driving information detecting part 1 is provided with at least one of vehicle state detecting part 1a for detecting the traveling state of the vehicle, driver state detecting part 1b for detecting the state of the driver and traveling environment detecting part 1c for detecting a traveling environment. A transmitting/receiving part 3 performs transmitting/receiving for exchanging driving information with another vehicle B. A driving information storage part 2 stores driving information detected by the driving information detecting part 1 of a present vehicle A and driving information received from the other vehicle B, and a driver characteristic deciding part 4 by driving status decides the driver characteristics of the present vehicle A and the driver characteristics of the other vehicle B by driving status by reading such stored information. On the basis of the driver characteristics and the unexpected accident meeting certainty by driving status, a driver's unexpected accident meeting predicting part 6 predicts the certainty for the driver to meet the unexpected accident in the future.
