PROBLEM TO BE SOLVED: To overcome the problem wherein a bandwidth available for a digital radio broadcasting has not a margin enough to allow endless data transmission. SOLUTION: A data stream for broadcasting is formed into a multiplexed configuration with a plurality of logical layers. These layers are divided into a main broadcast layer for transmitting data for a so-called main broadcasting and a sub-broadcast layer used for a so-called data broadcasting. The data of music, text, still pictures, motion pictures, voice, etc., are independently transmitted to each of the plurality of sub-broadcast layers. If there is an idle time having no data to be transmitted any of the layers, the bandwidth of the layer is allocated to another layer to utilize the bandwidth effectively.
