PROBLEM TO BE SOLVED: To provide a procedure file generating device that can accurately records a procedure by a remote simulation controller 3 in the inspection process so as to accurately reproduce operations of an electronic device 4 being an inspection object. SOLUTION: The procedure file generating device of this invention generates a procedure file accurately describing commands in the same sequence and timing when the electronic device 4 is first operated and uses the procedure file to reproduce the operations of the electronic device 4 the same as the initial operations of the electronic device 4.
