PROBLEM TO BE SOLVED: To achieve flexible and effective use of transmission channels by determining a transmission channel to be used on the basis of using situation of a plurality of transmission channels. SOLUTION: A channel selecting section 105 for transmitting information to a receiver via a plurality of transmission channels has a decision means for deciding the using situation of the transmission channels, a selecting means for selecting a transmission channel to be used for transmitting the information from among the transmission channels on the basis of the decision result by the decision means, and a transmitting means for transmitting the information via the transmission channel selected by the selecting means.
